The parole system assesses whether eligible prisoners can be released (based on risk), and oversees their transition from prison to community. Hearings are conducted in an inquisitorial manner and prisoners must request permission for a lawyer to appear.
There are approximately 8,000 parole hearings every year, but lawyers appear at only a small percentage of them. There are significant opportunities for practitioners to play a greater role in this process.
This module will provide practical insights on the Parole Board hearing process and the role of the parole lawyer.

The New Zealand Parole Board conducts over 8,000 hearings of various types each year. The vast majority, over 5,000, are hearings solely concerned with release on parole. Most of the remaining hearings are for recalls, reviews, compassionate releases, early consideration of parole and Extended Supervision Orders. We do not keep statistics about how often lawyers appear for offenders at these hearings but I would estimate 10-15%. So, to me parole is an area of unmet potential practice for lawyers. My message to you today from the Board is you are welcome at the Board. We want more lawyers involved. We want well-informed and well-briefed lawyers. They add a great deal to the Board hearings and by their contribution will improve the decision-making of the Board itself.
